1.\u00a0\u00a0 Call to Order and Reading of Community Council\u2019s Mission.\u00a0 <\/strong>The meeting was called to order at 6:05 p.m. Chris Spitz read the Mission Statement.<\/p>\n

2.\u00a0 \u00a0<\/em>Introductions \/ Roll Call.\u00a0 <\/strong>The President introduced the members and called the roll.<\/p>\n

3.\u00a0 \u00a0Certification of Quorum.\u00a0 <\/strong>The President certified quorum.<\/p>\n

4.\u00a0\u00a0 Approval of Minutes <\/strong>\u2013 deferred to 8\/13\/26.<\/em><\/p>\n

5.\u00a0\u00a0 Consideration of Agenda & Upcoming Meetings. \u00a0<\/strong>August 13, 2026<\/u><\/em> (PPCC Area & A-large Candidates Forum to be held); Sept. 10, 2026<\/u><\/em> (announcement of PPCC Area & At-large election results; expected <\/em>California Dept. of Insurance presentation\/Q&A).<\/p>\n

6.\u00a0\u00a0 Treasurer\u2019s Report <\/strong>\u2013 deferred<\/em> to 8\/13\/26.<\/em><\/p>\n

7.\u00a0\u00a0 General Public Comment.<\/strong><\/p>\n

7.1.\u00a0\u00a0 Diane Bleak<\/u> (resident) commented on increasing crime in the Highlands.<\/p>\n

7.2.\u00a0\u00a0 Morgan St. John<\/u> (resident) raised concerns over what is being done about brush clearance in the Santa Monica Mountains.<\/p>\n

7.3.\u00a0\u00a0 Jill Smith<\/u> (resident) noted that a crime was believed to have occurred on Whitfield Ave., but a police report may not have been filed.\u00a0 Board members Lee Anne Sanderson and Reza Akef reminded everyone of the need to report crimes to LAPD.\u00a0 Resident Lynn Hylen Miller then explained that the crime occurred at her home, and she intends to file a police report soon.<\/p>\n

11.1.\u00a0\u00a0 Uplifters Foundation TEFRA Bond Approval; Proposal Description\/Status<\/u> \u2013 Presentation by CD 11 and Uplifters principals.\u00a0 See https:\/\/upliftersfoundation.org\/<\/a> and motion approved by City Council 7\/1\/26: https:\/\/cityclerk.lacity.org\/onlinedocs\/2026\/26-0935_misc_06-24-26.pdf<\/a>.\u00a0 Q&A \/ Discussion only.<\/em><\/p>\n

The Chair Emeritus introduced CD 11 Planning Director Craig Bullock and the Uplifters principals, Steven Dietz and Lee West.\u00a0 Mr. Bullock briefly spoke about the process in City Council, apologized that PPCC and the community were not notified in advance about the Councilwoman\u2019s motion regarding this matter, and noted that CD 11 will make an effort\u00a0 going forward to provide earlier notice of actions impacting the Palisades community.\u00a0 The Uplifters principals then gave a presentation, showing slides explaining the TEFRA process and the project goals.<\/p>\n

An extensive Q&A then ensued, moderated by the President.\u00a0 The President thanked Mr. Dietz and Mr. West for attending and presenting to the community.<\/p>\n
