{"id":14175,"date":"2026-09-13T18:12:06","date_gmt":"2026-09-13T18:12:06","guid":{"rendered":"https:\/\/pacpalicc.org\/?page_id=14175"},"modified":"2026-09-13T18:16:22","modified_gmt":"2026-09-13T18:16:22","slug":"ppcc-minutes-2026-08-13","status":"publish","type":"page","link":"https:\/\/pacpalicc.org\/index.php\/ppcc-minutes-2026-08-13\/","title":{"rendered":"PPCC Minutes &#8212; 2026 \/ 08 \/ 13"},"content":{"rendered":"<p><a href=\"https:\/\/pacpalicc.org\/index.php\/minutes-from-2026\/\">Return to 2026 Minutes<\/a><\/p>\n<h5>MINUTES FROM AUGUST 13, 2026<\/h5>\n<p><strong>Voting Members in Attendance:<\/strong>\u00a0\u00a0 Allison Holdorff Polhill, Reza Akef, Daphne Gronich, Caroline Nick, Sue Kohl, Chris Spitz, Cindi Young, Kambiz Kamdar,* Julia Nilsen Lombari, Karen Ridgley, Kimberly Bloom, Lorie Cudzil, Sharon Kilbride, James Alexakis,* Kaye Steinsapir, Kevin Niles, Jim Kirtley,* Darragh Danton,* Fay Vahdani,* Donna Vaccarino, David Card <em>(*voting alternate)<\/em><\/p>\n<p><strong>Non-voting Members and Advisors:\u00a0 <\/strong>Joanna Spak, Bonnie Burgess, Beth Holden-Garland, Ella Nozar<\/p>\n<p>1.<strong>\u00a0\u00a0 Call to Order and Reading of Community Council\u2019s Mission.\u00a0 <\/strong>The meeting was called to order at 6:02 \u00a0p.m. Lorie Cudzil read the Mission Statement.<\/p>\n<p>2.\u00a0\u00a0 <strong>Introductions \/ Roll Call.\u00a0 <\/strong>The President introduced the members and called the roll.<\/p>\n<p>3. <strong>\u00a0\u00a0Certification of Quorum.\u00a0 <\/strong>The President certified quorum.<\/p>\n<p>4.\u00a0\u00a0 <strong>Approval of Minutes.\u00a0 <\/strong>The minutes of July 23, 2026, and July 29, 2026, were approved.<\/p>\n<p>5.\u00a0\u00a0\u00a0 <strong>Consideration of Agenda &amp; Upcoming Meetings.\u00a0 <\/strong><em><u>Sept. 10, 2026<\/u><\/em> (announcement of PPCC Area &amp; At-large election results; prior Fire Safe Palisades grant recommendation and presentation; proposed PPCC Strategic Plan; Palisades concrete \u201cbatch plant\u201d proposal);\u00a0 <em><u>Sept. 24, 2026<\/u><\/em> (last meeting of term for organizational members; <em>tentative <\/em>CA Dept. of Insurance presentation\/Q&amp;A).<\/p>\n<p>6.<strong>\u00a0\u00a0 Treasurer\u2019s Report.\u00a0\u00a0 <\/strong>The Treasurer reported that the account balances are as follows:<br \/>\n$\u00a0 78, 501.99 \u2013 US Bank; $ 317, 083.17 \u2013 Schwab.\u00a0 She is continuing to review the files and records and will have a more detailed report at the next meeting.<\/p>\n<p>7.<strong>\u00a0\u00a0 General Public Comment <\/strong><em>[called out of order following item 11.1]<\/em><\/p>\n<p>7.1.\u00a0 \u00a0<u>Bart Young<\/u> (resident) commented on a motion in City Council to be heard on Friday 8\/14 regarding declaring certain parcels in the Palisades as surplus land.\u00a0 The President stated that PPCC has just earned of this motion, that a postponement is being requested and the PPCC LUC will be discussing\u00a0 the matter at a meeting this coming week.<\/p>\n<p>8.\u00a0\u00a0 <strong>Reports, Announcements and Concerns.<\/strong><\/p>\n<p>8.1.\u00a0 \u00a0<u>From the Chair\/Presiding Officer<\/u>.<\/p>\n<p>8.1.1.\u00a0 \u00a0Executive Committee Retreat Update:\u00a0 proposed PPCC Priorities and Goals (Strategic Plan).\u00a0 See draft proposed Plan: <a href=\"https:\/\/pacpalicc.org\/wp-content\/uploads\/2026\/08\/PPCC-EC-Strategic-Plan-DRAFT.pdf\">https:\/\/pacpalicc.org\/wp-content\/uploads\/2026\/08\/PPCC-EC-Strategic-Plan-DRAFT.pdf<\/a>.\u00a0 The President briefly summarized the draft Strategic Plan which the Executive Committee proposes for Board approval. The draft Plan is posted on the PPCC website and will continue to be made available for comments by the Board and community.\u00a0 The President wishes to agendize the Plan for discussion and approval by the Board at the next PPCC meeting in September.<\/p>\n<p>8.1.2.\u00a0 \u00a0CRCC\/ATFs and Funding Advocacy Update. \u00a0The President gave an update on these topics.<\/p>\n<p>8.1.3.\u00a0 \u00a0Measure ULA temporary tax exemption for fire victims (on November ballot, per recent City Council passage of motion by CW Park):\u00a0 E.C. action for PPCC to co-sponsor ballot language with CD 11 (deadline for ballot language 8\/10\/26).\u00a0 The President explained that CD 11 requested that PPCC to support the ballot language; the Executive Committee agreed that this was an important matter for Palisadians and agreed to support the measure.\u00a0 Emergency action by the Executive Committee was necessary because the deadline to submit the ballot language was on August 8, before the Board could meet.<\/p>\n<p>8.1.4.\u00a0\u00a0 NORC Survey Update.\u00a0 Follow-up survey launching this week; letter to residents re the survey:<br \/>\n<a href=\"https:\/\/pacpalicc.org\/wp-content\/uploads\/2026\/08\/NORC-Survey-Letter.pdf\">https:\/\/pacpalicc.org\/wp-content\/uploads\/2026\/08\/NORC-Survey-Letter.pdf<\/a>. \u00a0The President encouraged residents to review their inboxes for an email from NORC and to take the follow-up survey.<\/p>\n<p>8.1.5.\u00a0 \u00a0Resignation of JoAnna Rodriguez as Area One primary rep; Cindi Young (prior 1st Alternate) and Joanna Spak (prior 2nd Alternate) have advanced, respectively, to the Area One primary and 1st Alternate rep positions for the remainder of the term (2nd Alternate position vacant; Bylaws, Standing Rule 7).\u00a0 The President briefly related that changes in the Area One reps, as described.<\/p>\n<p>8.2.\u00a0\u00a0 <u>From Officers\/Chair Emeritus<\/u> \u2013 deferred to next meeting.<\/p>\n<p>8.3.\u00a0\u00a0 <u>From At-Large and Area Representatives<\/u> \u2013 deferred to next meeting.<\/p>\n<p>8.4.\u00a0\u00a0 <u>From Organizational Representatives<\/u>\u00a0 \u2013 deferred to next meeting.<\/p>\n<p>8.5.\u00a0\u00a0 <u>From Government Offices \/ Representatives<\/u> (as available) \u2013 deferred to next meeting.\u00a0 <em>Any written reports from government representatives will be distributed.<\/em><\/p>\n<p>8.6.\u00a0\u00a0 <u>From PPCC Advisors and Liaisons<\/u> \u2013\u00a0 deferred to next meeting.<\/p>\n<p>9.\u00a0\u00a0 <strong>Reports from PPCC Committees. <\/strong><\/p>\n<p>9.1.\u00a0\u00a0 <u>Election Committee<\/u> (Caroline Nick, Chair).\u00a0 Report on upcoming community-wide Election of Area and At-large Representatives.
